1- choose which cell that you don't want to be protected (default is locked)
right click cell > format cells > protection tab > check or uncheck Locked

2- protect the sheet except for the uncheck locked cell
tools > protection > protect sheet

    done.

    Owh that.
So the correct question is cell validation.

goto Data > Validation > Settings tab
here you can try the text length validation

    Validation criteria:
    Allow:

    Text length

    Data:
    equal to

    Length:
    2

You can create your own Input Message and Error Alert in their tab.

    In that case, try this

    Validation criteria:
    Allow:

    List

    Data:
    between (excel fixed for you)

    Length:
    s, i

The cell should become a drop-down list.
If you want to add more option just do this:
    example: s, i, x, x, x

    Sorry I don't get it.

If you use List, the Data: will be fixed to between. So you can't choose other option.
in Length:, you can either have a multiple value such as: s, i, g, h
or you can just put 1 value such as: s

By using List, user can only choose between those pre-fixed value you entered.
    example: s, i
So user can only choose either s or i, or there will be a popup error.
