same here i can read, understand, write. but cant speak. i do believe there's more than 70% in malaysia can speak in english. it's just the problem of their grammar. and of coz, i'm 1 of them. not to forget, past and present tense.
how do i learn english? i used to read every single article that i saw. i didnt understand 100% from all i've read. but i tried to. my mom is my best dictionary. she always force me to refer to my own dictionary, but i just dont feel to do so. i prefer to ask her the meaning of every word that i never heard or know the meaning rather than doing it by myself.
p/s: start using Microsoft Office 2007 as it have grammar checking feature

I learn from the place i'm working right know(Service Industries)...Starting by observing my senior and customers conversation...the rest i brave myself by approaching to guest and starting with greeting to customer, and the result is i've manage doing the speaking and diskussing with customer from many country....

IF...you guys have pretty amount of money...and you don't mind spending it for good... enroll in British Council or such. take courses.. trust me, it helps. I'm in the British Council, so i know how good their goodies are. but, this is just an alternative ya. im not saying this is the best way. huhu

*read article in the internet( any issue that interests you , e.g-football,games,technology)
*blogging(read peoples blog or make your own)
-if you want to make your own blog,you don't have to use extraordinary words,start from simple
*play video games (english) ( of course it does help, at least a bit)
*watching movies ( try not to depend much on the subtitles )
*call service centre ( any product , e.g streamyx, maxis) using english as preferred language
*try to practice english with non-malays ( e.g-chinese, indian, foreigners)
*participate in online forum that use english as the main language
-most forum use informal english but don't worry just use the formal one..
*chat online with peoples throughout the world using english ( there are many online free chat sites )
*i'm not really good in english though..just giving opinions..hu2

i learn from mistake...i did a lots of mistake...people laugh...i learn..furthermore u'r desire is kindda very important...like me, my friends used to talk in english and sometime i couldn't catch-up the language since my mother tongue is bahasa...but i guess there is no other way...if u want to master on certain languages, u need to talk that languages...

i enjoy close relationship with all my english teachers, n non-malay frens..

before you go to bed, write a reflection about anythg that you like. write about your favourite things or events that you remember or questions that are spinning in your head. that's drilling, people. ^^

I learn English with English course and I think its easy way for me because their way of teaching is very well. I also read newspaper, magazines for improve English. We learn good English with a course. I think online English education is also good. high school exchange program

I’ve just thought up of some simple ways for anyone who is interested in improving their English. I myself am trying to improve in this language each day. There’s always so much to learn and it can be really fun! You just need to have the passion and enthusiasm to better yourself.
1. This is what most people would advise: read. Read anything and everything in English. You can read story books, newspapers, magazines, blogs, comics, English textbooks, instructions and ingredients on food packages, advertisements, etc. For story books, don’t force yourself to read something too difficult or something you know you won’t enjoy. Make reading fun! Read books that you ENJOY reading. I hate to read books that bore me too.
2. Watch English movies with subtitles. This would be my favourite way of learning English. Not only do I get to have a fun time watching the movie, I’d be learning new words at the same time and knowing how to pronounce them! Usually, you can get movies with English subtitles on DVDs.
3. Listen to English songs. Read the lyrics as you listen to the songs. Listen to your favourite songs and sing along to them.
4. Start a blog in English. This is one way for you to practice your writing. Blog on something that you love. If you are a fan of movies, start a blog and write about your favourite movies, your favourite characters, what you think could be improved in the movie, what new movies to expect next year, etc. Besides blogging, try joining online forums, engage in online chatting and more.
5. If you don’t want to maintain a blog, why not write to a pen pal? It’d be even more fun to have a pen pal from a different country! I used to write to other people from the US, Germany, Mexico, and even Yugoslavia. I remember feeling excited when I see letters with foreign stamps on it in my mailbox. If you don’t want to spend too much money on stamps, then get a local pen pal.
6. Write in your diary/journal in English. This is where you can write anything in it. But if you do write something you wouldn’t want others to read, make sure you hide it somewhere safe! Or try not to write anything offensive at all in case someone does find it. You can also write about neutral stuff like the places you went that day, what you ate, who you met, what you did, etc.
7. Be best friends with a good English dictionary. You can use Oxford, Collins, Cambridge, etc. Buy a dictionary that you’re comfortable with and USE it at all times. Keep it next to you when you’re reading. I always put my favourite Oxford dictionary by my side when I’m reading. So when I stumble upon a word I don’t know, I don’t have to get up and look around for it. It’s right there by my side. Thus, I have no excuse for not looking the word up!
8. Speak the language whenever you can. Speak it with friends and family. You can also sing along to English songs! Try karaoke! Don’t be shy to try speaking the language. Don’t be afraid that others will tease you. In fact, they’ll admire you for your courage and confidence.

Yeah!! something like that. you know, any issue or topic can be carved on paper. believe me, it works!
simon cowell? wow...you sure got a tough tongue. hehe... really. the English has their own accent called Received Pronunciation; the Queen's language. RP is nowadays a trend among linguists, and even has influenced commonners like the like of me and you. hehe... keep it up, perhaps u can teach me how to speak smoothly using that accent someday. ^^

i enjoys watching some TV show, such as drama with subtitles
if that drama is Malay, usually i will turn of volume and just reads English subtitles
if i watch English movies, i take "saletype" and patch at tv screen
